I used to have this problem of volume too. Being an Asian in a conservative country, Being loud is hardly something we practice.

Here is what I learnt to help me win speech contests and be an even more effective high school teacher.

Use your stomach to push the air out of your mouth to speak. Open your mouth wider than usual, lowering your jaw. Use the mirror to practice if you think you would look dumb. Finally, practice resonance in your chest. (Read Charisma Effect by Desmond Guifoyle)
